With global deliberations on solar geoengineering accelerating, DSG’s Policy Program works to ensure that governance structures reflect diverse voices and are built on transparency, equity, and scientific integrity.
Leading up to the 7th United Nations Environment Assembly (UNEA-7), DSG is actively preparing policymakers and negotiators with the insights needed for constructive participation in multilateral discussions. By collaborating with interdisciplinary experts, we produce evidence-based resources that enhance trust, understanding, and effective governance strategies.

Addressing Solar Geoengineering within the CBD Framework
By examining the fragmented governance of solar geoengineering, focusing on key international bodies like the CBD, UNEA, and LC/LP, this brief underscores the need for coordinated global action that protects biodiversity, centers climate-vulnerable communities, and promotes inclusive, transparent deliberation. It also outlines next steps for the CBD to lead in risk assessment, capacity building, and global engagement.
Governance of SRM: Developing The Pakistan Perspective
This policy brief is the result of a training workshop conducted in January 2024 in Islamabad, Pakistan, where the authors both spoke about solar geoengineering issues relating to the country’s context. It outlines key governance challenges, proposes a starting point for civil society and policymakers to engage in global debates, and offers recommendations for how Pakistan can approach emerging climate interventions.
